According Hellas Postal Stationery Catalogue, due to high inflation and often changing of postal rates the post offices were selling the above cards with additional postage already affixed on them, the extra stamps corresponding to the necessary postage. This practice was officially accepted and suggested, too, by the circular 131063/24.04.1942.
